What conversion is and who needs it

শেখার লক্ষ্য

Explain what 外免切替 is, who it is for, the main documents required, and the overall flow of the procedure.

What conversion is

(gaimen-kirikae) is the procedure for converting a valid driving licence obtained abroad into a Japanese licence. Because it is for people who can already drive, the focus is on Japan-specific rules and on preparing for the knowledge check and the skill check.

Who it is for

  • You hold a valid foreign driving licence.
  • After obtaining that licence, you stayed in the issuing country for a total of three months or more.

Main documents

  • Your foreign driving licence.
  • A Japanese translation of that licence (prepared by JAF or the issuing country's embassy, for example).
  • Your passport (used to confirm how long you stayed).
  • Proof of your address in Japan, such as a residence certificate ().
  • Photographs and any other documents required by the prefectural police.

The overall flow (a rough example)

  1. 1

Gather the documents, then apply and book at a driving-licence centre.

  2. 2

Take an aptitude test (eyesight and so on) and a document review.

  3. 3

Depending on your country, take the knowledge check and the skill check (some countries are exempt — see the next lesson).

  4. 4

When you pass, a Japanese licence is issued.

Required documents and procedures differ by prefecture. Always check the guidance of the licence centre where you will apply.
